Description: "The ACA RADV Program will begin to impact issuers’ risk transfers in the 2018 benefit year (BY) – potentially significantly. The program is expected to continue into the 2019 BY and beyond. Therefore, health actuaries working in the ACA market need to understand this program and its potential impact.The session includes panel experts who will provide attendees with high-level overview of the program, discuss the findings from a national study, and RADV’s ultimate impact to risk transfers, as well as downstream impacts to financial and pricing decisions. The nationwide study is based on 300+ issuers’ 2016 RADV results and contains emerging insights into the new ACA RADV program otherwise unavailable. The panel’s agenda will include:1. A succinct overview of the ACA RADV Program will be provided2. Summary of a national 2016 ACA RADV pilot study results and its findings. 3. Preliminary results from a national 2017 RADV study will be discussed (or CMS published results if available prior to session). 4. Description: Risk management techniques such as stress testing and setting capital targets are fairly well established for life insurers; however, the implementation of these techniques can vary considerably. A fundamental question is how to manage multiple valuation perspectives, and the list of possibilities keeps growing. Companies can potentially consider some or all of the following: U.S. reporting measures (Stat, GAAP), internal measures (EV, VNB, economic capital), international reporting measures (IFRS), rating agency models or other developing standards (ICS, NAIC group capital). This session will begin with a quick overview of the defining characteristics of different valuation frameworks. We will then provide more focused and practical considerations for managing risk and capital under different frameworks, using specific examples to highlight key trade offs.

Description: This is the second half of a two-part session regarding FASB Targeted Improvement (LDTI) to U.S. GAAP for long durational insurance contracts. Presenters of the session will discuss operational (e.g., data, systems, models and process, etc.) and financial issues concerning the implementation of the accounting changes. We will also discuss interpretation of the new standards specific to accident and health insurance. Throughout the session, we would like to encourage the audience to share their experiences.
